Some people have misunderstandings about God and feel afraid of Him. God gave chances of repentance until the last moments to the people in Sodom and Gomorrah even though the cities were full of sin and evil and the judgment was inevitable for them. By sending angels He thoroughly examined whether or not there were people who were worthy of salvation. Nineveh was full of wickedness, but God still sent a prophet to warn the people of its destruction. When they repented, God rescinded the judgment. God desired to save such evil people (Ezekiel 18:23).
